Illinois American Water’s Income-Based Discount Program, administered with Dollar Energy Fund, provides a monthly discount to eligible water and/or wastewater customers; the discount lasts 12 months and requires annual recertification. The H2O Help to Others Program is administered through selected Salvation Army agencies; the current program page states that an eligible household may receive up to $100 toward a delinquent account once per calendar year, subject to financial-need criteria.
