The direct portal is the fastest route when it is available. The provider identifies its payment gateway as PayNearMe for one-time and recurring payment processing. Never enter account credentials into a lookalike site reached through an unsolicited message.

Mail, text, and in-person payment instructions

Pay by text

Citizens does not advertise a text-to-pay enrollment keyword in its current payment instructions. Customers can register for My Account and separately enable automated text, e-mail, or voice alerts for new bills, payment due, past-due status, payment posting, disconnect notices, and payment arrangements; carrier message and data rates may apply. PayNearMe also supports Apple Pay and Google Pay from the one-time payment workflow, but customers should use the authenticated portal rather than send card data in a text message.

Mail-in address

Citizens Energy Group, P.O. Box 7056, Indianapolis, IN 46207-7056. Customers may write one check for all Citizens services and should include the account information requested on the bill. The corporate office is Citizens Energy Group, 2020 North Meridian Street, Indianapolis, IN 46202; mail payments should go to the lockbox rather than the corporate address.

Counters, drop boxes, and office hours

Customers can pay cash using a reusable PayNearMe PayCode at participating retail locations, including CVS, Family Dollar, and Kroger, with payments generally posting within about 15 minutes. Authorized third-party locations also accept combinations of cash, check, debit, or credit card; the online locator should be searched by ZIP code because locations and hours vary. Citizens operates a 24-hour payment center with kiosks at its main office, 2020 N. Meridian Street, Indianapolis; kiosks accept cash, check, credit, or debit and post immediately. Customers should bring the bill barcode for PayNearMe or the Citizens account number for a Western Union-network payment.

What you can use online

Residential customers may pay online or by phone with a checking or savings account through PayNearMe, Visa, Mastercard, Discover, or American Express credit, debit, or ATM cards. Citizens also supports Apple Pay, Google Pay, automatic checking/savings withdrawal on the bill due date, and smartphone wallet payment. Residential bank-draft and card payments have no service fee; commercial card payments are assessed a 3.5% service fee. Payments generally post in real time, with the portal advising that up to 15 minutes may be needed for the account to display the payment.

Residential online and telephone bank-draft payments have no service fee, and residential credit/debit card payments have no fee. Commercial credit-card payments are assessed a 3.5% service fee. PayNearMe’s listed residential retail payment options, including participating CVS, Family Dollar, and Kroger locations, are presented as no-service-fee options; other authorized locations may have their own terms, so customers should review the payment screen before submission.

Choose the payment channel that fits your deadline

The safest payment path is the one published by Citizens Energy Group – Citizens Water and Wastewater and matched to the account information on your bill. Online portals are convenient, but telephone, mail, counter, and drop-box options may follow different posting schedules and may use different fees.

For a routine payment, save the final confirmation page or IVR number and check when the transaction will post. For a same-day shut-off notice, do not assume that submitting a card payment automatically stops a field order; ask the provider what amount and confirmation are required.

Never send your account number, password, card details, or bank information to Water Ledger. Those details belong only on the provider’s verified payment channel or at an authorized counter.
