Delinquency and service protection

Understand the shut-off process before it reaches your door

The safest time to ask about a past-due balance, payment arrangement, or hardship protection is before the final notice. This page translates the provider’s published rules into a practical checklist.

Notice and timing

How delinquency is handled

Grace period after the due date

20 days from the bill due date before water is subject to disconnection; the bill itself is due 20 days from the billing date and the 2% late charge applies immediately after the due date.

Late-fee calculation

A 2% late charge is assessed after the due date. Returned checks, credit-card payments or bank drafts incur a $25 administrative fee and the customer is notified by letter or email; two returned-payment episodes within one year can block that payment type. A collection-related field trip costs $25, and if water is turned off the reconnection charge is an additional $25.

Disconnection timeline

The due date is printed on the bill. Water is subject to disconnection 20 days after the bill is due; the current fees page confirms a $25 collection trip charge and an additional $25 reconnection charge when water is turned off. Lawrence's policy further describes the account as terminated/locked off after 60 days unpaid and referral to a collection agency after 90 days.

Statutory warning protocol

What notice should you expect?

A disconnect notice appears with the bill when an account is past due. The City also provides payment-arrangement customers with written terms that service can be disconnected without further notice if the required arrangement payment is not received by 5:00 p.m. on the due date. The reviewed pages do not describe a separate automated-call, text or door-hanger sequence.

If a notice seems wrong

Document the account balance, payment confirmation, notice date, and any household medical or accessibility concern. Then call the provider using the contact information on its official bill or profile before the stated deadline.

Restoring service

Reconnection costs and timing

The current City fee schedule states a $25 collection-related trip charge and an additional $25 reconnection charge when water is turned off, for a normal disclosed total of $50 before arrears, unpaid deposits and late charges. No separate after-hours restoration price is published; payment must be processed by 5:00 p.m. to avoid late or reconnection fees.

Need a payment arrangement?

Ask before the shut-off date

Tell the customer-service representative that you are responding to a delinquency notice and ask specifically about installment plans, hardship protection, charity referrals, and the amount required to stop the disconnection order.

Customer protection guide

What to do when a bill becomes urgent

A delinquency notice from City of Lawrence Utility Billing should be treated as a time-sensitive account document. Read the exact due date, amount required, notice method, and contact instructions on the notice, then compare them with the provider details in this guide.

If you have already paid, gather the confirmation number and posting date. If you cannot pay the full amount, call before the stated shut-off date and ask about arrangements, hardship protections, agency referrals, and the minimum amount needed to pause action.

Keep the conversation specific: ask what will stop the order, when the payment must post, whether a reconnection fee applies, and whether the utility requires a separate request for medical, accessibility, or household-protection status.
