What the public record says about a leak adjustment

Framingham's April 1, 2025 abatement policy is unusually specific. A customer must submit the official written, email or online request within 30 days of the bill date, pay all uncontested prior balances and make a payment on the contested bill. A major leak must exceed 2.0 times the normal average usage for the preceding three years; abatements are capped at $1,000, allowed once every five years, and cannot cover toilet leaks, irrigation, faulty plumbing or unexplained use. Supporting documentation is required when water did not enter the sewer, such as a burst pipe or hot-water-tank rupture. The Review Officer examines up to three years of history; denial can be appealed to a review board, and the process can take up to eight weeks.

Framingham offers a Water and Sewer Senior Discount for owner-occupied one-to-three-family residential properties. Applicants must be at least 65 and meet income eligibility requirements; the discount excludes miscellaneous and irrigation charges. New applications require age, adjusted-income and ownership proof submitted to 100 Western Avenue, and existing applicants must recertify annually. The reviewed public page does not state the discount percentage or dollar cap.
