Mail, text, and in-person payment instructions

Pay by text

The current 2026 payment-options page does not publish an active Pay-by-Text enrollment workflow or keyword. A historical PWC customer publication described a text alert a few days before the due date and a customer replying YES PWC to authorize payment, but that older material is not treated as a current 2026 enrollment guarantee. Customers should use the Online Account Manager, FayPWC app, Bill2Pay IVR, or call (910) 483-1382 to confirm whether any text-payment service is currently available.

Mail-in address

Fayetteville Public Works Commission Billing/Payment Address, PO Box 71113, Charlotte, NC 28272-1113. Non-payment correspondence goes to PWC, PO Box 1089, Fayetteville, NC 28302; the payment lockbox should be used for checks or money orders intended to pay the bill.

Counters, drop boxes, and office hours

PWC's Customer Service Center is at 955 Old Wilmington Road, Fayetteville, NC 28301. Walk-in service is currently closed, but the drive-through operates Monday–Friday 8:30 a.m.–5:30 p.m., excluding holidays, and accepts cash, checks, and money orders. A 24/7/365 self-service pay station in the far-right drive-through lane accepts cash, checks, money orders, and credit/debit cards; payments are immediately applied and the station does not return change, so overpayments become account credit. Western Union Quick Collect locations also accept cash worldwide, with a Western Union fee and possible posting delay.

What you can use online

Bill2Pay accepts bank-account and routing-number payments without a convenience fee and debit or credit cards through the Online Account Manager, mobile app, and IVR. PWC also offers automatic bank draft on the monthly due date, eBill, and guest payment through the portal. The current page does not identify individual card brands or promise Apple Pay/Google Pay for utility payments, so those wallet methods are recorded as not universally confirmed.

Convenience fees

Bill2Pay charges no convenience fee when the customer pays from a bank account using routing and account information. Debit and credit card transactions carry a tiered fee of 1.69% of the transaction total, subject to a $1.79 minimum and a $10,000 transaction cap. The same formula applies to the 1-833-4PAYPWC phone channel; Western Union separately imposes its own processing fee.

Fees can vary by payment type, channel, account class, and processor terms. The checkout screen is the final fee disclosure.

Choose the payment channel that fits your deadline

The safest payment path is the one published by Fayetteville Public Works Commission (PWC) – Water and Sanitary Sewer Services and matched to the account information on your bill. Online portals are convenient, but telephone, mail, counter, and drop-box options may follow different posting schedules and may use different fees.

For a routine payment, save the final confirmation page or IVR number and check when the transaction will post. For a same-day shut-off notice, do not assume that submitting a card payment automatically stops a field order; ask the provider what amount and confirmation are required.
