Customer assistance and eligibility

Gresham’s Utility Financial Assistance program considers each qualified application individually and targets households at or below 50% of median family income, with income validation. Customers need an active Gresham utility account and may be asked to pay part of a past-due balance first; assistance is limited to once every six billing cycles, larger-than-normal bills may receive reduced funding, and closed/finalized accounts are ineligible. Helping Hands donations fund water, wastewater, and stormwater assistance.

A high bill can have several causes, including a hidden plumbing failure, irrigation use, a meter issue, a change in occupancy, or a rate adjustment. The provider’s leak policy determines whether any credit is available; an unusually high bill does not automatically qualify.
