Convenience fees

The Pennsylvania American Water billing page states that the former $1.95 third-party credit-card transaction fee has been eliminated for PA customers. The corporate payment page still warns that a $1.95 fee may apply in selected states, so the live PA MyWater/guest checkout controls for the account and instrument.
