Leak relief and household assistance

A high water bill may have a path to review

Hidden plumbing failures can produce an alarming bill before the problem is visible. This guide separates what VEOLIA WATER publicly describes from the practical steps every customer can take while requesting help.

Provider-specific review

What the public record says about a leak adjustment

The tariff does not promise a general credit for every actual-meter high bill. When Veolia has issued an estimated bill and a verified leak or other unknown non-beneficial loss caused usage above normal seasonal consumption, the customer cannot be liable for more than 150% of the average amount used during the corresponding prior-season period. Customers should report the suspected leak, repair the customer-owned plumbing promptly, and request a review with Veolia. Separately, Pennsylvania CAP participants at or below 200% of the Federal Poverty Level whose service is threatened with termination or already terminated can qualify for free leak-repair assistance up to $1,500 per calendar year; this is repair assistance, not a universal bill-credit formula.

1

Stop the loss

Shut off the failing fixture or supply and arrange a qualified repair.

2

Keep proof

Save dated invoices, parts receipts, photographs, and meter readings.

3

Request review

Submit the request promptly and keep paying any undisputed amount.

Utility assistance

Customer assistance and eligibility

Veolia Pennsylvania offers a Monthly Discount Program for residential customers with household income below 200% of the Federal Poverty Level, administered through SHARES; eligible customers can receive a discount on monthly service and water-usage charges. Veolia Cares provides temporary water-bill assistance, and the tariff states that CAP participants at or below 200% FPL can receive leak-repair assistance up to $1,500 per calendar year when service is threatened with termination or has been terminated. Conservation kits are available to qualifying seniors, customers with disabilities, and customers eligible for plumbing repairs. The public pages do not state a single monthly discount dollar cap.

State and federal connections

Where to ask for broader aid

Veolia directs Pennsylvania customers to SHARES at https://sharesnation.org/ for the Monthly Discount Program and Veolia Cares qualification process. Its Pennsylvania assistance page also references payment plans and PromisePay, the Pennsylvania Homeowner Assistance Fund administered by PHFA, and Emergency Rental Assistance through Compass. Customers can call Veolia at 1-888-299-8972 for program details and eligibility; the utility does not publish a direct LIHWAP application on the reviewed pages.

Build the file before asking VEOLIA WATER for relief

A high bill can have several causes, including a hidden plumbing failure, irrigation use, a meter issue, a change in occupancy, or a rate adjustment. The provider’s leak policy determines whether any credit is available; an unusually high bill does not automatically qualify.

Keep a dated record of the reading, the suspected source, the repair, the contractor or parts receipt, and the return to normal use. Ask whether the utility requires a specific form, a licensed repair, a meter test, photos, or a request within a fixed number of days.

For income-related difficulty, ask about local assistance, payment arrangements, state programs, and community referrals separately from a leak adjustment. These programs often use different applications, documents, funding limits, and deadlines.
