What the public record says about a leak adjustment
Franklin provides a courtesy leak-adjustment form for leaks in customer-owned water distribution systems. The applicant identifies the provider, account and leak address, leak type, repair date, and whether the repair was completed by a licensed plumber or by the customer, and must attach a repair receipt. The form states one adjustment per account in a 12-month period and no adjustment for a leak occurring within 12 months of the repair date; the exact bill-reduction formula and maximum dollar cap are controlled by the City’s leak-adjustment policy and are not reproduced on the public form.
