Use the official payment portal

The direct portal is the fastest route when it is available. The provider identifies its payment gateway as Tyler Technologies Community Access/Munis self-service portal; the City also states that Cadence Bank is contracted to receive utility-bill payments online and in person. The portal supports account access, online payment, payment history, and utility-account management.. Never enter account credentials into a lookalike site reached through an unsolicited message.

A dedicated this detail was not publicly posted. Baytown’s current Water Services FAQ explicitly states that pay-by-phone is not available. Utility Services customer service is 281-420-6515 for billing, delinquency, payment-arrangement, and restoration questions; do not give card information to an unsolicited caller claiming to be the City.

Mail, text, and in-person payment instructions

Pay by text

The City’s current payment page says customers can receive text or email bill notifications after creating and linking the online profile, but it does not advertise text-to-pay or publish a keyword/short code. Register at the Baytown utility portal with the customer ID and account number, then review notification settings; ask Utility Services at 281-420-6515 whether any text-payment feature is currently enabled.

Mail-in address

City of Baytown Utility Services, P.O. Box 738277, Dallas, TX 75373-8277. Include the payment stub and account number, and allow the City’s stated one-to-three-day receipt/posting window; mailed payments should not be used when a delinquent disconnect deadline is imminent.

Counters, drop boxes, and office hours

Utility Services is at 315 W. Texas Avenue, Baytown, TX 77520. In-person payments are accepted Monday through Thursday from 7:30 a.m. to 5:30 p.m. and Friday from 7:30 a.m. to 11:30 a.m.; the City reports no drive-through window. Night-deposit boxes are located at the front and rear of the building and post the next business day. The City also lists participating Food Town, Walmart, Kroger, Joe V’s, and Ace Cash locations for payment. Accepted desk instruments include cash, check, money order, automatic bank draft, and Visa/Mastercard/Discover; American Express is not accepted.

What you can use online

The online portal accepts Visa, Mastercard, and Discover credit/debit cards, e-check/ACH and automatic bank draft. American Express is not accepted. The City’s FAQ says no convenience fee applies to non-card methods, while one-time and recurring card transactions carry the current card-processing fee described below; the portal controls the exact checkout options.

Convenience fees

A 4% convenience fee applies to all one-time and recurring credit/debit card transactions through the City’s online payment process. The City states that other payment methods have no convenience fee. American Express is not accepted and phone payments are unavailable.

Fees can vary by payment type, channel, account class, and processor terms. The checkout screen is the final fee disclosure.

Choose the payment channel that fits your deadline

The safest payment path is the one published by City of Baytown Utility Services Division and matched to the account information on your bill. Online portals are convenient, but telephone, mail, counter, and drop-box options may follow different posting schedules and may use different fees.

For a routine payment, save the final confirmation page or IVR number and check when the transaction will post. For a same-day shut-off notice, do not assume that submitting a card payment automatically stops a field order; ask the provider what amount and confirmation are required.
