What the public record says about a leak adjustment
Carrollton requires a Certification of Water Leak Repair form, a description of the leak, proof of payment for repairs, and a copy of any required permit within 90 days of the bill reflecting wastage. No adjustment is made until a full leak-free billing period occurs. Eligibility is limited to one adjustment in any 12-month period or two in any 60-month period; pool-system leaks are excluded, and a leak not repaired within six billing periods receives no adjustment. If the leak did not return to the sanitary or storm sewer, the adjustment is 60% of the difference between the affected bill(s) and the average of the two prior years' same-month water charges. If it returned to a sewer, the limit is 50%; irrigation-line leaks are limited to 40%. The policy also adjusts the winter-quarter sewer average when qualifying wastage occurred during the determination quarter.
