Payment channels

Pay City of Frisco Utility Billing

Use the provider’s verified online, telephone, mail, or counter instructions. Check the final confirmation screen for the amount, processing date, and any transaction fee before submitting.

Primary online route

Use the official payment portal

The direct portal is the fastest route when it is available. The provider identifies its payment gateway as Tyler Technologies Municipal Online Services, with BridgePay Network Solutions identified by the City as the utility-water payment processor. Never enter account credentials into a lookalike site reached through an unsolicited message.

Telephone payment

Phone IVR

(855) 427-9525, the City's automated Interactive Voice Response payment number.

Have your account number and payment instrument ready. Follow the provider’s recorded prompts and retain the confirmation number.

Alternative channels

Mail, text, and in-person payment instructions

Pay by text

Call (855) 427-9525 and select the option to sign up for Pay via Text. The system sends an enrollment-confirmation text; after the customer confirms, a new account balance generates a text notification. Reply with the word "Pay" to submit the payment, then wait for the confirmation text and receipt number. Frisco publishes a $1.25 fee per text-to-pay transaction, charged as a separate transaction.

Mail-in address

Utility Billing, P.O. Box 2730, Frisco, TX 75034. The City publishes this as the utility remittance address; customers should include the bill stub and allow postal delivery before the due date.

Counters, drop boxes, and office hours

City Hall Customer Service Lobby, George A. Purefoy Municipal Center, 6101 Frisco Square Boulevard, First Floor, Frisco, TX 75034, Monday through Friday, 8:00 a.m. to 5:00 p.m. A 24-hour drop box is behind City Hall, near the former Frisco Public Library space; payments are collected every weekday morning before 7:30 a.m. The utility page does not publish a full desk-by-desk instrument list, although the City's current fee schedule describes cash, check, money order, Visa debit, and MasterCard/Discover/American Express with a 2% processing fee for the listed City fees; customers should confirm whether that schedule applies to a particular utility payment.

Accepted digital instruments

What you can use online

The municipal portal accepts online debit and credit card payments, and the City offers automatic withdrawal from a checking or savings account. The MyCivic Utilities mobile application is available for iOS and Android, and the IVR/Pay via Text system provides additional remote payment access. Current portal material does not separately confirm Apple Pay or Google Pay.

2026 transaction pricing

Convenience fees

The current Municipal Online Services page states that debit-card transactions incur the same processing fees as credit-card transactions, consisting of a convenience fee and municipal transaction fee, but does not expose the exact 2026 dollar or percentage schedule before account checkout. The separate Pay via Text fee is explicitly $1.25 per transaction.

Fees can vary by payment type, channel, account class, and processor terms. The checkout screen is the final fee disclosure.

Payment guidance

Choose the payment channel that fits your deadline

The safest payment path is the one published by City of Frisco Utility Billing and matched to the account information on your bill. Online portals are convenient, but telephone, mail, counter, and drop-box options may follow different posting schedules and may use different fees.

For a routine payment, save the final confirmation page or IVR number and check when the transaction will post. For a same-day shut-off notice, do not assume that submitting a card payment automatically stops a field order; ask the provider what amount and confirmation are required.

Never send your account number, password, card details, or bank information to Water Ledger. Those details belong only on the provider’s verified payment channel or at an authorized counter.
