The direct portal is the fastest route when it is available. The provider identifies its payment gateway as MyMeter customer portal with Fiserv BillMatrix payment processing. Never enter account credentials into a lookalike site reached through an unsolicited message.

Have your account number and payment instrument ready. Follow the provider’s recorded prompts and retain the confirmation number.

A dedicated this detail was not publicly posted. Current Garland utility payment pages publish Fiserv online/IVR, MyMeter, automatic bank draft, e-billing, and authorized cash locations, but do not publish a text-to-pay keyword, short code, or enrollment procedure for water bills.

Mail-in address

City of Garland utility payment remittance: P.O. Box 461508, Garland, TX 75046-1508. Customers using their bank's bill-pay service are instructed to use City of Garland as the payee and include the account number exactly as printed on the payment stub; customers should use the current bill's remittance instructions for mailed checks.

Counters, drop boxes, and office hours

Walk-in payments are accepted at the Charles E. Duckworth Utility Services Building, 217 N. Fifth Street, Garland, TX 75040, Monday through Friday, 8:00 a.m. to 5:00 p.m.; cashier windows accept cash, check, or money order. The Garland Utility Payment Drive-Thru is at 717 W. State Street, Garland, TX 75040, with four lanes open Monday through Friday, 8:00 a.m. to 6:00 p.m.; cash, check, and money order are accepted. A drop box is in the far-left drive-through lane: payments deposited before 4:00 p.m. on a weekday are entered that day, later payments the next business day, and cash must not be placed in the drop box. Authorized Western Union cash locations post payments within minutes and charge a $1.50 convenience fee; customers must use company name City of Garland Utilities, last name, and account number.

What you can use online

Fiserv BillMatrix accepts Visa, MasterCard, Discover, and American Express credit cards; bank-issued ATM/debit cards bearing Star, Pulse, NYCE, or Accel; and electronic payments from checking, savings, or money-market accounts. Prepaid debit cards are not accepted. MyMeter provides account enrollment, AutoPay, paperless bills, bill viewing, consumption graphs, and a Fiserv digital wallet for saved payment information. Automatic bank draft and personal-bank bill pay are also available.

2026 transaction pricing

Convenience fees

Fiserv charges residential customers $2.00 per online or IVR transaction up to $1,000. Commercial customers are charged 3% per transaction up to $2,500. If a payment exceeds the applicable limit, it must be split into multiple transactions and each transaction incurs its own fee. Garland states that the City does not receive revenue from the convenience fee.

Fees can vary by payment type, channel, account class, and processor terms. The checkout screen is the final fee disclosure.

Choose the payment channel that fits your deadline

The safest payment path is the one published by City of Garland Water Utilities / Utility Customer Service and matched to the account information on your bill. Online portals are convenient, but telephone, mail, counter, and drop-box options may follow different posting schedules and may use different fees.

For a routine payment, save the final confirmation page or IVR number and check when the transaction will post. For a same-day shut-off notice, do not assume that submitting a card payment automatically stops a field order; ask the provider what amount and confirmation are required.
