The direct portal is the fastest route when it is available. The provider identifies its payment gateway as Tyler Technologies Municipal Online Services / Utility Access. Never enter account credentials into a lookalike site reached through an unsolicited message.

Telephone payment

Phone IVR

(903) 237-1030 automated phone system. The City also lists after-hours water/sewer emergencies at (903) 236-3030 and (903) 576-6767, but those emergency lines do not process bills. Phone payments are made through the Utility Billing IVR, not through the emergency numbers.

Have your account number and payment instrument ready. Follow the provider’s recorded prompts and retain the confirmation number.

Mail, text, and in-person payment instructions

Pay by text

Longview does not publish a water Pay-by-Text enrollment or payment keyword. Customers can register for Utility Access, use Quick Pay, set up bank/card AutoPay, and separately update their phone number for the City's free AlertWorks automated courtesy calls. AlertWorks calls customers about past-due reminders before account deactivation and water disconnection; it is a delinquency notification service rather than a text-to-pay channel. Customers should call (903) 237-1030 during business hours to update contact information.

Mail-in address

City of Longview Utility Billing Services, P.O. Box 1952, Longview, Texas 75606-1952. The City asks customers to detach the bill payment coupon and include it with a personal check, cashier's check, or money order; mailing and processing can take three to four days.

Counters, drop boxes, and office hours

Customers may pay in the City Hall lobby or drive-through at 300 W. Cotton St., Longview, TX 75601, Monday through Friday 8:00 a.m.-5:00 p.m. A self-service kiosk is available 24/7. A night deposit box outside the east entrance of City Hall accepts after-hours payments. The City authorizes Fidelity Express at payment centers including Cowboys Stop (1001 W. Young St.), Decent Food Mart (800 Pine Tree Rd.), Kroger #035-959 (701 W. Marshall Ave.), Mr. Kwik (2000 S. High St.), Quick Stop Food Mart (1119 W. Marshall Ave.), Rai's Super Track (2720 E. Marshall Ave.), Scotties (401 W. Hawkins Pkwy.), The Money Stop #1 (101 W. Nelson St.), and The Money Stop #2 (3700 W. Marshall Ave.); those locations accept cash, check, or money order, charge a $1.50 transaction fee, and post payments received before 3:30 p.m. the next business day. The City warns that other third-party services can delay posting and cause late fees or deactivation.

What you can use online

The current Tyler Technologies portal displays Visa, Mastercard, Discover, and eCheck. Customers may use Quick Pay without logging in, register for a profile to manage one or multiple accounts, schedule payments, or enroll in recurring payments. Bank-draft ACH is also available through the City or a customer's bank. Longview's public portal does not list Apple Pay, Google Pay, Venmo, PayPal, or a current Pay-by-Text payment instrument.

2026 transaction pricing

Convenience fees

Beginning January 1, 2026, Longview charges a 3.6% service fee on debit or credit card payments with a $2.50 minimum, identified as TYL TX LONGVIEW FEE. Online e-check avoids that card service fee, although electronic checks can take up to 48 hours to clear and post. Credit/debit payments after 10 p.m. post the next business day; the exact card fee also applies to eligible face-to-face card transactions under the City's fee-change materials.

Fees can vary by payment type, channel, account class, and processor terms. The checkout screen is the final fee disclosure.

Choose the payment channel that fits your deadline

The safest payment path is the one published by City of Longview Utility Billing Services / Water Utilities Department and matched to the account information on your bill. Online portals are convenient, but telephone, mail, counter, and drop-box options may follow different posting schedules and may use different fees.

For a routine payment, save the final confirmation page or IVR number and check when the transaction will post. For a same-day shut-off notice, do not assume that submitting a card payment automatically stops a field order; ask the provider what amount and confirmation are required.

Never send your account number, password, card details, or bank information to Water Ledger. Those details belong only on the provider’s verified payment channel or at an authorized counter.
