Victoria’s WaterWise service can send usage and leak alerts, and City alert subscriptions may use text messaging, but the City’s current bill-payment instructions document online InvoiceCloud payments, automated phone payments, ACH bank draft, mail, drop boxes, and counter service rather than text-to-pay.

City of Victoria, P.O. Box 1279, Victoria, TX 77902. The City’s payment instructions say mailed checks and money orders should be payable for the water bill; do not mail cash.

Counters, drop boxes, and office hours

The principal customer-service location is the Utility Billing Office at 700 Main Center, Suite 110, Victoria, TX 77901. The lobby is open Monday–Friday 8:00 a.m.–5:00 p.m.; the drive-through is listed as operating 7:30 a.m.–5:30 p.m. The office accepts cash, checks, money orders, and Visa, Mastercard, or Discover. Three night-drop boxes are located on the wall next to the drive-through window, in a freestanding box outside the drive-through lane, and on the wall by the rear entrance; the City also lists a blue H-E-B Plus drop box at 6106 N. Navarro Street, collected Monday–Friday by 7:00 a.m. Drop boxes are for checks, money orders, or other items specifically accepted by the City and should not contain loose cash unless the current office instructions expressly permit it.

What you can use online

The City documents Visa, Mastercard, Discover, and electronic-funds-transfer check payments through the online portal, plus checking- or savings-account ACH bank draft through a signed authorization form. The automated phone system accepts Visa, Mastercard, and Discover. American Express, Apple Pay, Google Pay, Venmo, and PayPal are not identified in the City’s water-billing instructions and should not be assumed accepted.

2026 transaction pricing

Convenience fees

$3.25 convenience fee for Visa, Mastercard, or Discover payments made online or at the counter under the current Utility Bill Payment page; the same page lists a $4.20 convenience fee for automated phone card payments. ACH bank draft is advertised as no-fee. An older City payment-options PDF says $3.00, so customers should rely on the current payment page and the amount displayed by InvoiceCloud at checkout.

Fees can vary by payment type, channel, account class, and processor terms. The checkout screen is the final fee disclosure.

Choose the payment channel that fits your deadline

The safest payment path is the one published by City of Victoria Utility Billing Office and matched to the account information on your bill. Online portals are convenient, but telephone, mail, counter, and drop-box options may follow different posting schedules and may use different fees.

For a routine payment, save the final confirmation page or IVR number and check when the transaction will post. For a same-day shut-off notice, do not assume that submitting a card payment automatically stops a field order; ask the provider what amount and confirmation are required.
