The direct portal is the fastest route when it is available. The provider identifies its payment gateway as Tyler Technologies Municipal Online Services. Never enter account credentials into a lookalike site reached through an unsolicited message.

Telephone payment

Phone IVR

The current online portal does not publish a current IVR number. An official City welcome packet lists 1-888-291-1859 and 469-309-4170 for telephone card payments, but the current portal states that American Express is no longer accepted effective November 1, 2025. Confirm current payment capability with Utility Billing at 469-309-4170.

Have your account number and payment instrument ready. Follow the provider’s recorded prompts and retain the confirmation number.

Mail, text, and in-person payment instructions

Pay by text

No current City page or billing portal instruction publishes a text-to-pay enrollment keyword, short code, or opt-in workflow. Do not confuse general outage or notification messaging with bill-payment enrollment; customers should use the current Tyler portal or call Utility Billing.

Mail-in address

P.O. Box 39, Waxahachie, TX 75168. The current Utility Billing office is listed at 412 S Rogers Street, Suite 110, Waxahachie, TX 75165; use the P.O. Box for mailed checks or money orders unless the City provides a newer remittance address.

Counters, drop boxes, and office hours

The current Utility Billing contact is 412 S Rogers Street, Suite 110, Waxahachie, TX 75165. The official City welcome packet describes the customer-service counter at City Hall, 401 S Rogers Street, Monday through Friday from 8:00 a.m. to 5:00 p.m.; a drive-through at the south end of City Hall Monday through Thursday from 7:30 a.m. to 5:00 p.m. and Friday from 8:00 a.m. to 5:00 p.m.; and a 24-hour south-end drop box for checks or money orders only. Because the current page and older packet show different street numbers, customers should confirm the active counter location before visiting. Desk payments historically accepted cash, check, money order, and cards; current portal restrictions supersede older American Express information.

What you can use online

The current Tyler portal displays Visa, Mastercard, and Discover card payments plus checking-account/e-check payments. The portal announcement says American Express is not accepted effective November 1, 2025, and Apple Pay is not supported; customers must use an accepted card or checking account.

Convenience fees

The City announced a 3.95% processing fee on all credit-card payments effective November 1, 2025, including AutoPay. The current portal does not publish a separate checking-account/e-check fee, so that amount is not publicly stated pending confirmation in the payment flow.

Fees can vary by payment type, channel, account class, and processor terms. The checkout screen is the final fee disclosure.

Payment guidance

Choose the payment channel that fits your deadline

The safest payment path is the one published by City of Waxahachie Utility Billing Department and matched to the account information on your bill. Online portals are convenient, but telephone, mail, counter, and drop-box options may follow different posting schedules and may use different fees.

For a routine payment, save the final confirmation page or IVR number and check when the transaction will post. For a same-day shut-off notice, do not assume that submitting a card payment automatically stops a field order; ask the provider what amount and confirmation are required.
