The direct portal is the fastest route when it is available. The provider identifies its payment gateway as InvoiceCloud for one-time payments; Green Bay e-Care account login is hosted by the utility billing portal.. Never enter account credentials into a lookalike site reached through an unsolicited message.

Mail, text, and in-person payment instructions

Pay by text

Green Bay's FAQ says customers may enroll in Pay by Text while making an online payment or from the account's Pay by Text option. Bill notifications are sent by text in addition to email; after confirmation, the customer can reply to pay with the default payment method. The current page does not publish a keyword or shortcode, so enrollment should be completed from the authenticated e-Care/InvoiceCloud account.

Counters, drop boxes, and office hours

Green Bay Water, 631 South Adams Street, Green Bay, Wisconsin 54301. Office hours are Monday-Thursday 7:00 a.m.-4:30 p.m. and Friday 7:00 a.m.-11:00 a.m.; the drive-up window/drop box is available for after-hours drop-off. The utility's public page identifies online, phone, mail and automatic-bank-draft methods but does not publish a complete counter cash/card acceptance list.

Credit or debit card, electronic check from checking or savings, InvoiceCloud one-time payment, e-Care account payment and Checkfree automatic deduction. The FAQ also documents Pay by Text using the default stored payment method. Apple Pay, Google Pay and PayPal are not listed in the current Green Bay customer FAQ.

2026 transaction pricing

Convenience fees

A dedicated this detail was not publicly posted. The current Green Bay customer pages explain that a service/convenience fee may be added to an invoice but do not state a fixed 2026 amount. Checkfree automatic bank draft is explicitly free, although a financial institution may impose its own charge; any InvoiceCloud fee should be confirmed at checkout.

Fees can vary by payment type, channel, account class, and processor terms. The checkout screen is the final fee disclosure.

Choose the payment channel that fits your deadline

The safest payment path is the one published by Green Bay Water Utility and matched to the account information on your bill. Online portals are convenient, but telephone, mail, counter, and drop-box options may follow different posting schedules and may use different fees.

For a routine payment, save the final confirmation page or IVR number and check when the transaction will post. For a same-day shut-off notice, do not assume that submitting a card payment automatically stops a field order; ask the provider what amount and confirmation are required.

Never send your account number, password, card details, or bank information to Water Ledger. Those details belong only on the provider’s verified payment channel or at an authorized counter.
