The direct portal is the fastest route when it is available. The provider identifies its payment gateway as myCWLP (City Water, Light and Power online account system). Never enter account credentials into a lookalike site reached through an unsolicited message.

No public CWLP text-to-pay keyword or enrollment workflow was identified in the 2026 customer-service policy manual; telephone payment is handled through the Customer Service Office number 217-789-2030.

Mail-in address

Cashier’s Office, City Water, Light and Power, Municipal Center West, Room 101, 300 S. 7th Street, Springfield, IL 62701. Customers should include the bill stub and may mail a check or money order.

Counters, drop boxes, and office hours

Payments are accepted at the CWLP drive-up payment window on the south side of Municipal Center West, 300 S. 7th Street, and at the walk-up cashier’s window in the Municipal Center West lobby. CWLP Customer Service is open Monday through Friday, 8:00 a.m. to 4:30 p.m.; the drive-up payment window is open 7:30 a.m. to 5:00 p.m.; lobby cashier hours are 8:00 a.m. to 5:00 p.m. Three 24-hour drop boxes accept check or money order only at Illinois National Bank, 2849 S. 6th Street; Illinois National Bank, 2450 N. Dirksen Parkway; and Heartland Credit Union, 2213 W. White Oaks Drive. CWLP also lists Illinois National Bank and local currency exchanges as authorized payment stations for check or money order, subject to processing delay.

CWLP accepts credit card, electronic check, and direct debit from a checking or savings account for online or telephone payments; the policy manual does not list Apple Pay, Google Pay, or other digital wallets.

2026 transaction pricing

Convenience fees

The 2026 CWLP Customer Service Policies manual lists a credit-card convenience fee of 2.1% of the total payment plus $0.25 per transaction and an e-check fee of $0.50 per check. Direct debit is offered from a checking or savings account under the auto-debit authorization process.

Fees can vary by payment type, channel, account class, and processor terms. The checkout screen is the final fee disclosure.

Payment guidance

Choose the payment channel that fits your deadline

The safest payment path is the one published by SPRINGFIELD and matched to the account information on your bill. Online portals are convenient, but telephone, mail, counter, and drop-box options may follow different posting schedules and may use different fees.

For a routine payment, save the final confirmation page or IVR number and check when the transaction will post. For a same-day shut-off notice, do not assume that submitting a card payment automatically stops a field order; ask the provider what amount and confirmation are required.

Never send your account number, password, card details, or bank information to Water Ledger. Those details belong only on the provider’s verified payment channel or at an authorized counter.
