What the public record says about a leak adjustment
HRW's FAQ directs customers first to compare the current meter reading with the bill and perform a four-hour no-use test. If the reading changes with no water use, the customer has a leak and is responsible for repairs on the customer side. After repair, HRW allows one leak adjustment on one bill during any 12-month period when the customer provides proper proof of repair. The public FAQ does not expose a percentage, averaging equation, or dollar cap, so those calculation details must be confirmed with customer service.
