What the public record says about a leak adjustment
Cleveland Water offers a defined adjustment for an undetected underground leak that has been repaired. The customer should first use the My Cleveland Water portal to inspect usage, locate and repair the leak, and obtain a Plumbing Repair Statement documenting the work. Upon submission, the utility can provide up to 50% off excess consumption for one billing cycle; the ordinary bill and the non-excess baseline remain payable. Cleveland's code also permits the Commissioner to abate excess consumption when the owner could not reasonably have known or prevented the leak, with the final reduced bill generally not below the property's pre-leak average unless otherwise approved. The customer remains responsible for leaks on the private service line and should preserve invoices, repair dates, photos, and meter readings.
