Delinquency and service protection

Understand the shut-off process before it reaches your door

The safest time to ask about a past-due balance, payment arrangement, or hardship protection is before the final notice. This page translates the provider’s published rules into a practical checklist.

Notice and timing

How delinquency is handled

Grace period after the due date

The bill due date is 21 days after the bill issue date. Ten days after the due date, WPJWA sends a yellow reminder and certified notice to property owners with tenant accounts; the published rules do not call this period a penalty-free grace period.

Late-fee calculation

WPJWA adds processing fees to delinquency notices; the current FAQ directs customers to the rules booklet for exact amounts. Payment plans carry a $5 charge, although the first payment plan is free. The Authority also requires the delinquent balance and turn-off/turn-on fees before restoration.

Disconnection timeline

The published sequence is: bill issued; due 21 days later; if unpaid 10 days after the due date, a yellow reminder is sent and a certified letter goes to owners of tenant properties; 30 days after the reminder, a shutoff notice is generated allowing 7 days before termination if still unpaid. That places the stated termination window about 68 days after bill issue, subject to notice processing and account circumstances. A service technician then terminates service.

Statutory warning protocol

What notice should you expect?

WPJWA sends a yellow reminder notice 10 days after the due date and a certified letter to owners when tenants occupy the property. Thirty days after that reminder, the Authority generates a shutoff notice that provides 7 days before termination. Every notice is assessed a processing fee, and customers may contact the credit department for payment arrangements before the termination date.

If a notice seems wrong

Document the account balance, payment confirmation, notice date, and any household medical or accessibility concern. Then call the provider using the contact information on its official bill or profile before the stated deadline.

Restoring service

Reconnection costs and timing

WPJWA’s rate schedule lists turn-off/turn-on charges due to nonpayment or rule violations: residential $25 during regular business hours and $75 after regular business hours; commercial $50 regular hours and $150 after hours. Restoration is next business day after required delinquent payment and fees; a $5 payment-plan charge applies except the first plan is free.

Need a payment arrangement?

Ask before the shut-off date

Tell the customer-service representative that you are responding to a delinquency notice and ask specifically about installment plans, hardship protection, charity referrals, and the amount required to stop the disconnection order.

Customer protection guide

What to do when a bill becomes urgent

A delinquency notice from WILKINSBURG-PENN JT WATER AUTH should be treated as a time-sensitive account document. Read the exact due date, amount required, notice method, and contact instructions on the notice, then compare them with the provider details in this guide.

If you have already paid, gather the confirmation number and posting date. If you cannot pay the full amount, call before the stated shut-off date and ask about arrangements, hardship protections, agency referrals, and the minimum amount needed to pause action.

Keep the conversation specific: ask what will stop the order, when the payment must post, whether a reconnection fee applies, and whether the utility requires a separate request for medical, accessibility, or household-protection status.
