What the public record says about a leak adjustment
Carrollton requires a Certification of Water Leak Repair form within 90 days of the bill reflecting wasted water, including a leak description, proof of payment for repairs, and any required permit. No adjustment is made until a full leak-free billing period occurs. A repair requiring a permit can be denied if the permit is not obtained within 30 days of notice. A customer may receive one adjustment in 12 months or two in five years; if the leak did not enter the sewer, the adjustment is limited to 60% of the difference between the affected bill and the average of the same month in the prior two years. If it entered the sanitary/storm sewer, the limit is 50%; irrigation-line leaks are limited to 40%. No adjustment is provided after six billing periods, and the adjustment cannot exceed the City’s actual water cost.
