Delinquency and service protection

Understand the shut-off process before it reaches your door

The safest time to ask about a past-due balance, payment arrangement, or hardship protection is before the final notice. This page translates the provider’s published rules into a practical checklist.

Notice and timing

How delinquency is handled

Grace period after the due date

At least 20 days after mailing: the PUB rule requires the latest pay date to be not less than 20 days after the bill is mailed before the delinquent penalty condition applies.

Late-fee calculation

A 10% penalty is assessed when the account is not paid by the latest pay date shown on the bill. PUB also lists a $25 field-payment administrative fee when service has been scheduled for nonpayment and the customer pays in the field, and a $25 charge to re-establish service after a nonpayment or rule violation.

Disconnection timeline

The reviewed PUB pages do not expose a complete day-by-day calendar from the first missed due date to physical termination. The bill’s latest pay date and delinquent-service procedures control, and the utility’s published rules allow service to be turned off for nonpayment after the applicable notice and collection process.

Statutory warning protocol

What notice should you expect?

PUB provides CodeRED registration for notices of service interruptions or serious water and sewer issues, but the reviewed official billing pages do not specify whether ordinary delinquency warnings use automated calls, texts, pink notices, door hangers, or a fixed sequence. Customers should contact Customer Services before the past-due date to resolve a disputed bill.

If a notice seems wrong

Document the account balance, payment confirmation, notice date, and any household medical or accessibility concern. Then call the provider using the contact information on its official bill or profile before the stated deadline.

Restoring service

Reconnection costs and timing

$25 re-established-service charge after water is turned off for nonpayment, rule violation, or fraudulent use. PUB also lists a separate $25 administrative field-payment charge; no higher after-hours restoration amount was exposed.

Need a payment arrangement?

Ask before the shut-off date

Tell the customer-service representative that you are responding to a delinquency notice and ask specifically about installment plans, hardship protection, charity referrals, and the amount required to stop the disconnection order.

Customer protection guide

What to do when a bill becomes urgent

A delinquency notice from Parkersburg Utility Board should be treated as a time-sensitive account document. Read the exact due date, amount required, notice method, and contact instructions on the notice, then compare them with the provider details in this guide.

If you have already paid, gather the confirmation number and posting date. If you cannot pay the full amount, call before the stated shut-off date and ask about arrangements, hardship protections, agency referrals, and the minimum amount needed to pause action.

Keep the conversation specific: ask what will stop the order, when the payment must post, whether a reconnection fee applies, and whether the utility requires a separate request for medical, accessibility, or household-protection status.
