What the public record says about a leak adjustment
Upland provides a formal bill-review and appeal path rather than a universal automatic leak credit. A customer should contact the City promptly, file the Utility Billing Appeal Request no later than ten calendar days after the Disconnection Notice, and preserve meter readings and repair evidence. While a timely appeal is reviewed, service is not discontinued; undisputed charges remain payable. Overcharges identified through review may be credited to the next bill or refunded at the City’s discretion. A written hardship plan may amortize delinquent charges for up to twelve months or defer them for up to six months when eligibility is established.
