How delinquency is handled
Grace period after the due date
25 days after the billing date before charges become delinquent and subject to late charges; Upland’s ordinance says payment must be received by 6:00 p.m. on the 25th day after presentation.
Late-fee calculation
A $15.75 delinquency fee is assessed for a water bill not paid within 45 days of the bill date. The City also adds a delinquency fee when a disconnection notice is issued, and an account delinquent for more than 60 days may be recorded as a lien against the property and collected through the county tax roll. Card-processing fees are separate from delinquency penalties.
Disconnection timeline
Bills are due on presentation and become delinquent after 25 days. A $15.75 fee applies at 45 days from the bill date. Residential water is subject to shutoff 60 days after the bill becomes delinquent, meaning the practical timeline is at least 85 days from the bill date, with notice and payment-arrangement opportunities before disconnection.
