What the public record says about a leak adjustment
Pasadena states that the customer is responsible for leaks past the meter, but the City may consider a courtesy water-bill adjustment. The customer must fully repair the leak; merely turning off a toilet or sprinkler valve is not accepted as a repair. The customer emails or calls Water Billing at (713) 475-5566 to request the leak-adjustment form, completes and returns it after repair, and understands that submission does not guarantee an adjustment. The public page does not disclose a fixed percentage, receipt formula, rolling limit, or sewer-credit calculation. Customers can test for a leak by taking meter readings several hours apart while no water is being used and checking the fine-flow indicator.
