Delinquency and service protection

Understand the shut-off process before it reaches your door

The safest time to ask about a past-due balance, payment arrangement, or hardship protection is before the final notice. This page translates the provider’s published rules into a practical checklist.

Notice and timing

How delinquency is handled

Grace period after the due date

The city code provides a notice-based process rather than a simple bill-date grace period. After a delinquent-bill notice and opportunity for review, the customer has seven days to request a review; if payment is not made within 15 days from the notice date, water may be shut off and the late penalty must be paid before restoration.

Late-fee calculation

The bill’s ‘After Due Date’ amount includes a late fee, but the reviewed current BOPU pages do not state the late-fee percentage or fixed dollar calculation. The code requires the late penalty to be paid in full before water is resumed after a delinquency shutoff. Returned checks and canceled payments are listed at $30 in the FY2026 fee schedule.

Disconnection timeline

BOPU’s code gives the following published sequence: a delinquent-bill notice provides an opportunity for review; the customer has seven days to request review; if the account remains unpaid 15 days from the notice date, water may be shut off. Service resumes only after the delinquent balance, applicable late penalty, and authorized restoration charge are satisfied.

Statutory warning protocol

What notice should you expect?

The delinquent-bill notice must include an opportunity for review. BOPU’s service-order procedure identifies customers scheduled for disconnection and leaves a door card with BOPU contact information. Customers can also opt into email or text due-date reminders through the Customer Portal. The reviewed pages do not describe a colored paper notice or automated-call sequence.

If a notice seems wrong

Document the account balance, payment confirmation, notice date, and any household medical or accessibility concern. Then call the provider using the contact information on its official bill or profile before the stated deadline.

Restoring service

Reconnection costs and timing

The FY2026 fee schedule lists $40 for water-service disconnect or reconnect during office hours and $60 after office hours, weekends, or holidays. These fees apply to nonpayment, inability to obtain a meter reading, or a BOPU violation. A $20 trip charge is separately listed, and the late penalty and balance must also be paid before restoration.

Need a payment arrangement?

Ask before the shut-off date

Tell the customer-service representative that you are responding to a delinquency notice and ask specifically about installment plans, hardship protection, charity referrals, and the amount required to stop the disconnection order.

Customer protection guide

What to do when a bill becomes urgent

A delinquency notice from City of Cheyenne Board of Public Utilities should be treated as a time-sensitive account document. Read the exact due date, amount required, notice method, and contact instructions on the notice, then compare them with the provider details in this guide.

If you have already paid, gather the confirmation number and posting date. If you cannot pay the full amount, call before the stated shut-off date and ask about arrangements, hardship protections, agency referrals, and the minimum amount needed to pause action.

Keep the conversation specific: ask what will stop the order, when the payment must post, whether a reconnection fee applies, and whether the utility requires a separate request for medical, accessibility, or household-protection status.
